Introduction
The incumbent will be responsible for the coordinating all outsourced maintenance projects in the Building and Carpentry Section while providing administrative and financial support to the Maintenance Manager in the day-to-day operations. The person will be the principal liaison between clients and Contractors, and will also provide a consultative and advisory service on all Building and Carpentry related matters including cost, contracts, project management and technical completion risks.  The incumbent will at all times operate within a culture of sound safety and quality discipline, and constantly provide leadership.
Job description

 

1.     Leadership and Co-ordination

  • Provides leadership and direction to all contractors
  • Ensures that there is clear focus and co-ordination of all activities; and that there are clearly communicated performance standards and objectives.
  • Ensures an integrated and cohesive approach to all activities through effective management
  • Sets standards for overall performance and takes steps to endeavour performance is constantly optimised
  • Monitors and provides regular feedback on individual contractor’s performance and takes appropriate action where necessary.

2.    Budget and Financial Management

  • Compiles Sectional budgets for approval by the Maintenance Manager (MM)
  • Monitors costs and takes remedial action where any deviations occur
  • Makes recommendations for unforeseen expenditure to the (MM) for approval purposes
  • Signs off on expenditure documentation for approval by the (MM)
  • Authorises expenses within prescribed limits 

3.   Operational Efficiency, Effectiveness and Contracts Management

  • Plans and co-ordinates outsourced repairs and maintenance projects including, but not limited to Signage
  • Building and repairs of walls
  • Building and repairs of door frames and windows
  • Building and repair of burglar guards
  • Painting & glazing
  • Tiling
  • lecture rooms, shop-fitting, specialized and generic repairs, blinds, furniture (spray-painting & refurbishing), ceilings and skirting, locks, roof repairs and maintenance, and carpeting 
  • Provides advice on the feasibility and cost effectiveness of undertaking projects
  • Co-ordinates the activities of service providers and contractors
  • Draws specifications for projects, conducts cost estimates, and makes proposals
  • Sources materials for projects (were required) and sets out RFQ
  • Completes and submits all relevant tender documents to Procurement
  • Participates as a member of the Tender adjudication committee that selects service providers
  • Attends management meetings for maintenance, planning, safety and facilities
  • Attends to the completion and filing of all relevant documentation for above-mentioned   responsibilities
  • Performs stand-by duties on a rotational basis
  • Monitors/evaluates SLAs with Contractors
  • Ensures optimum stock levels are constantly maintained 

 

4.    Safety and Quality Management

  • Takes steps to implement safety measures and deals decisively and promptly with deviations from policy
  • Facilitates induction on safety to ensure that all personnel are aware of changes in legislation
  • Takes steps to ensure that quality control measures are in place and that there is strict adherence
  • Conducts regular safety and quality control checks to ensure that there is no breach of policy and procedures

Minimum requirements

  • Matric plus relevant National Diplom
  • South African valid driver’s license
  • 5 years post-qualification experience in building and carpentry, of which 2 years should be at a Supervisory/Management level
